How to Stay AB-1263 Compliant When Buying Firearm Parts Online

As part of the AR15Discounts team, we understand that California’s AB-1263, effective January 1, 2026, has raised questions for many customers about online purchases of certain firearm accessories and related items.
This law adds age and identity verification requirements, mandatory consumer notices, shipping address verification, and specific delivery procedures for certain products shipped to California. Our goal is to comply fully with the law while minimizing disruption to your shopping experience.
What items are affected by AB-1263?
AB-1263 applies to certain orders shipped to California that include items falling under the law’s definition of “firearm accessories,” as well as firearm manufacturing tools or kits and standalone firearm barrels.
Covered items may include accessories associated with features listed under California Penal Code section 30515, which can contribute to an assault weapon classification when used in conjunction with a firearm. Common examples discussed under the law include pistol grips or handgrips, thumbhole stocks, folding or telescoping stocks, flash suppressors, forward grips, and similar feature-related components.
The definition may also extend to certain tools, kits, parts, or parts sets that are clearly designed and intended for use in manufacturing firearms, as defined by state law.
Not all products are covered. Many commonly purchased items such as optics, lights, mounts, slings, and basic hardware are typically not subject to these verification requirements, though final classification depends on how an item fits within the statutory definitions.
Standalone firearm barrels
Standalone firearm barrels (barrels unattached to a complete firearm) are subject to separate but related requirements under California law.
Beginning January 1, 2026, the sale or transfer of a firearm barrel to a California resident must be completed in person through a licensed California firearms dealer. As a result, standalone barrels cannot ship directly to a residential address in California.
How this works at checkout:
- Standalone barrels ship only to a licensed California FFL that you designate.
- You complete the in-person transfer and pickup at the FFL.
- Any transfer or processing fees are handled locally between you and the dealer.
Additional eligibility-check and reporting requirements associated with SB-704 take effect July 1, 2027, but the in-person dealer transfer requirement applies starting January 1, 2026.
How the verification process works for affected orders
When you place an order that includes covered items shipped to California:
Complete checkout normally
Add items to your cart and proceed through checkout as usual.
Provide proof of age and identity
If applicable, you’ll be prompted after checkout to provide documentation verifying your identity and confirming you are at least 18 years old.
Acknowledge the required notice
You must review and acknowledge a compliance notice explaining that California law restricts certain firearm-manufacturing activities and the assembly of assault weapons without proper authorization.
Shipping address verification
For covered items, the shipping address must match the address listed on your identification. If the address does not match, you may be asked to update your shipping information or provide additional documentation to verify your current address.
Secure handling of information
All verification data is transmitted using industry-standard encryption and retained only as required for legal compliance, fraud prevention, dispute resolution, or carrier requirements.
Once verification is successfully completed, your order is processed and released for shipment.
Delivery requirements
Shipments of covered items require an adult signature at delivery. The recipient must present valid identification at the time of delivery confirming they meet the minimum age requirement of 18.
Carriers may impose additional operational requirements, and some may require the signer to be 21 years of age. These delivery requirements may result in a small additional fee beyond standard shipping charges.
What if verification cannot be completed?
If an issue arises, such as unclear documentation or an unresolved address mismatch, the order will be placed on hold. At that point, you may:
- re-submit documentation
- provide additional verification materials
- update shipping information as permitted
- request cancellation and a refund
